Senior Advisor on Aid Effectiveness, U.S. Global Development Lab
Daniel Handel is the Senior Advisor on Aid Effectiveness in USAID’s Global Development Lab.  His primary responsibility is to oversee the Agency’s work on cash benchmarking, an approach to use household grants as a tool for improved cost-effectiveness of USAID programming.  He is an economist and foreign service officer with overseas tours in Nicaragua and Rwanda.  He has served in technical capacities conducting research on drivers of stunting, creating public private partnerships, leading the design of impact evaluations, and designing economic growth projects.  He also served in management capacities focused on improving human resource management at USAID/Rwanda.  Prior to USAID he worked for an implementing partner in Washington, DC, conducted trade research at a think-tank in Sri Lanka and received a master’s degree from the University of Sussex in the United Kingdom.
